On Friday 1st July 2022 clinical commissioning groups (CCG's) across the country were closed and were replaced by new NHS organisations known as Integrated Care Boards.

Therefore, NHS East Lancashire CCG no longer exists and has been replaced (along with the othe seven CCGs in Lancashire and South Cumbria) by the new NHS Lancashire and South Cumbria Integrated Care Board (ICB)

Statement on behalf of Lancashire and South Cumbria Clinical Commissioning Groups regarding the availability of the Freestyle Libre® flash glucose monitor

On Wednesday 14th November Simon Stevens, Chief Executive of NHS England, made an announcement regarding plans by NHS England to make the Freestyle Libre® flash glucose monitor more consistently available across the country. The proposed changes will be introduced from 01 April 2019 and although reference is made to their being prescribed by GPs little else is known about the proposals at this stage. In the meantime, therefore, all 8 CCGs in Lancashire and South Cumbria confirm that the Policy for the Provision of Continuous Glucose Monitoring and Flash Glucose Monitoring, which covers the provision of the Freestyle Libre®, remains in force. 

This policy identifies the criteria that must be satisfied to access the Freestyle Libre® and who is responsible for prescribing it. The policy ensures that qualifying diabetes patients have equity of access to flash glucose monitors wherever they live in the region. It also ensures the Freestyle Libre® is provided in a safe, effective environment that reaches those patients who will achieve the greatest clinical benefit from treatment.

While the policy remains in force diabetes specialists in hospitals and other specialists such as Diabetes Specialist Nurses will be responsible for prescribing the Freestyle Libre®. It cannot be prescribed by GPs unless the GP has a special interest in diabetes. This will continue to be the case until at least 31 March 2019. Any further changes will be communicated as appropriate.
